The US Navy is conducting Market Research, as such this is a Source Sought Notice. The Naval Facilities Engineering Command, Far East (NAVFAC FE), Public Works Department (PWD) Singapore, located in northern Singapore, Sembawang seeks to identify qualified and interested offerors (contractors) for construction, repair and building renovation projects within Singapore. The planned contract will result in an exclusive pool of three or more contractors who will then propose for work on Task Orders. The US Government intends to let Task Orders which will typically range between $50,000 to $5,000,000 over a five-year ordering period, for an aggregate value of $49,000,000, whichever limit is met first. The construction projects to be performed will primarily consist of general building, mechanical, electrical and civil type projects, which may include design. The scope of these efforts may include, but is not limited to, renovations, demolition, built-in equipment repair/replacement, piping repair/replacement, pipe lagging, electrical and or mechanical work, road resurfacing, masonry, fencing, roofing, painting, site work, and abatement and disposal of lead based paint and asbestos containing materials. The Contractor may be provided Ready for Construction plans and specifications, sketches, or no design and may be required to execute design-build projects. Depending on the work to be accomplished, activities will be required to meet Singapore and or US standards and codes. The contract type will be an Indefinite Delivery/Indefinite Quantity (IDIQ), Design Build (DB)/Design-Bid-Build (DBB), Multiple Award Construction Contract (MACC) for construction projects. Task orders may require both design and construction services. SPECIAL REQUIREMENT(S): Registration with the Accounting and Corporate Regulatory Authority (ACRA) to perform construction business in Singapore. General Builder License Class 1 Registration with the Building and Construction Authority (BCA) of Singapore. SUBMISSION REQUIREMENTS: Interested firms should submit a brief capabilities statement package (up to 12 single-sided pages or 6 double-sided pages, including attachments, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. The capabilities package should be sufficiently detailed to allow the NAVFAC FE to determine the firms qualifications to perform the defined work.
