Notice Of Intent to Sole Source - HID Global Corporation

U.S. Citizenship and Immigration Services (USCIS) under Department of Homeland Security (DHS) intends to negotiate on a sole source basis with HID Global Corporation, Austin, TX pursuant to 41 U.S.C. 253(a)(1)-Only one responsible source and no other supplies or services will satisfy agency requirement. The contemplated award will be for a period of performance of 12 months. This justification is based on only one source, the award will be to order specifically engineered optical card consumables to produce Permanent Resident Cards (PRCs). This action includes card stock, holograms, ongoing monthly operations support labor, and secure storage services at the vendors manufacturing facilities. The card stock contains a number of very specific proprietary custom-designed visual and structural security features, more specifically, colors and multi-spectral identifiers embedded in the card structure, which make the card counterfeit resistant. HID as the incumbent, is the only company at this time that possesses the ability to fulfill the governments need. HID is the only source capable of fulfilling the Governments need without disruption as they possess the knowledge of USCIS requirement which would allow them to perform immediately, which no other contractor can do in this time frame. Furthermore, HID has a proven track record, and has demonstrated through past performance that they continue to support this requirement for the requested Period of Performance. Based on the above information, the proposed contractor's unique qualifications require use of the rationale cited.
