Intent to Sole Source for Integrated Power Plant Support Services for the CGC Healy

The United States Coast Guard (USCG) intends to solicit, on a sole source basis, to GE Energy Power Conversion USA Inc.(GEPC) of 100 East Kensinger Drive, Suite 500, Cranberry Township, PA 16066-3557, USA for the for the maintenance and support of the systems and equipment pertaining to the Integrated Propulsion Plant on Coast Guard Cutter (CGC) HEALY under FAR 6.302-1, " Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Attached is the draft performance work statement and the Schedule of Supplies/Services. GEPC is the original equipment manufacturer (OEM) of the Integrated Propulsion Plant on CGC HEALY and holds the proprietary data rights to provide the required repair and support. The previous contract was awarded sole source to GEPC under contract number HSCG85-17-D-P-45B34. This notice of intent is not a request for proposals or quotations. All written responses shall include a written narrative of capability, including technical information demonstrating the contractor's ability to meet the above requirements, provide OEM certified technical representatives and access to use GEPCs proprietary data. The responses need to be sufficient so that the Government can establish that the Contractor possesses a bona-fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding with a non-competitive (i.e., sole source) procurement with GEPC. A determination by the Government to open this requirement to competition based upon responses to this notice is within the discretion of the Government.
