1. CONTRACT INFORMATION. The U.S. Army Corps of Engineers (USACE), Portland District (CENWP), proposes to contract for wetland and ecosystem restoration engineering and design services. An Architect-Engineer (AE) indefinite delivery indefinite quality (IDIQ) contract will be awarded under this solicitation. This contract shall be for one base period of $1 million, with the option of four additional periods of one year and $1 million each. Option periods may be exercised at the discretion of the Government before expiration of the previous periods. The maximum amount of each task order shall not exceed the annual contract amount. This announcement is open to small businesses only. The size standard for this procurement is $4.5 million. The estimated start date is March 2012. The contract will be available for use by other USACE elements. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). Personnel provided for this contract must be experienced in disciplines which would enable performance on a wide variety of projects. Specifically required will be project managers/technical managers, civil engineers, environmental engineers, geotechnical engineers, wildlife and aquatic biologists, geomorphologists (registration not required), certified cost estimators, landscape architects, CADD operators, GIS, and environmental restoration planning personnel. 2. PROJECT INFORMATION. Typical services to be provided under this contract include the following: Ecosystem restoration planning and design (including wetland inspection delineation, and wetland, riparian and aquatic restoration design) to include obtaining data and conducting the review, and initial analysis required to characterize baselines. This may include surveys, sediment sampling, geotechnical investigations, wetland delineation, and site investigation for potential HTRW. Evaluation and analysis of ecosystem habitat assessments including addressing opportunities and needs identified in the Without Project Condition Assessment, development of alternatives, and conducting alternatives analysis and design. Performance of hydrologic, hydraulic and geomorphologic hydraulic analysis (evaluation of stream hydraulics and hydrology, and fluvial and alluvial geomorphology in tidal and non-tidal streams). Conduct environmental analysis and clearances to include environmental benefits output modeling, habitat suitability index modeling, USACE model certification requirements, National Environmental Protection Act, Clean Water Act, Section 401 and 402 permit documents, Endangered Species Act, and State removal/fill and local land use requirements for Oregon and Washington including all soil and water sampling and testing to ensure compliance. Preparation of cost estimate from feasibility through project completion by a certified cost engineer using the latest approved MCACES software and industry accepted scheduling software. Conduct Civil Engineering, design, and preparation of plans and specifications for roads, pavements, drainage, excavation and disposal, grading, clearing and debris removal, utilities, restoration features, levees, river bank protection, and land surveying. Conduct Geotechnical Engineers services including; soils engineering; engineering geology; insitu material testing; surface and subsurface soil and rock sampling for lab testing; instrumentation plans and design for the installation, monitoring, and analysis of a variety of civil works structures including, but not limited to, levees, restoration features, foundations in soils and rock, retaining structures; groundwater investigation; slope stability studies; shallow and deep foundation explorations; investigations and designs; excavation and embankment design; slope protection and retaining structures; lab testing in Corps certified labs; seismic analyses; and geotechnical reports and specification writing. Conduct economic analysis to support plan formulation and evaluation of alternatives including identification of appropriate alternatives, annualization of costs, environmental outputs, and cost effectiveness and incremental cost analyses. Analysis may be conducted using traditional NED benefit/cost analysis or in accordance with Institute for Water Resources (IWR) Report 94-PS-2. Report preparation including feasibility reports, data reports, analysis reports, design and documentation reports, post-construction reports, and preparation of plans and specifications. 3. CAD COMPLIANCE. The selected(s) must use Computer Aided Design (CAD) software to develop project designs and deliverables. Submitted CAD drawings (e.g., plans, elevations, sections, schedules, details, etc.) shall be derived (commonly known as extractions, views or sheets) and maintained from the submitted design model(s). The deliverable 3D design model shall be developed to include all systems (e.g., civil, architectural, structural, mechanical, structural, etc.) as they would be built and to reflect as-built conditions. All CAD files used for the creation of the CAD Drawings shall be delivered in electronic format to the Government and shall be fully interoperable, compatible, and editable with the Bentley Microstation software. The CAD files may be submitted in other design software formats if pre-approval has been obtained from the Portland District CADD Manager. All drawings and models shall adhere to the current A/E/C CAD standards. Department of Defense regulations with regard to the selection of AE firms is based on professional and technical qualifications necessary for the performance of the required services rather than competitive bidding procedures. To be considered for selection, responses must comply with the requirements for this announcement and must be submitted prior to the closing date. Selection criteria for this contract will be based upon the following, listed in descending order of importance (first by major criterion and then by sub-criterion of equal weight). Criteria a-f are primary, criteria g is secondary, used only as a "tie-breaker" among technically equal firms. a. Specialized Experience. Demonstrated experience must have been performed within the last three years. Contrary to information printed on the SF 330, small business offeror's may provide 15 demonstrated projects in support of this criterion. Demonstrated specialized experience and technical competence in the following areas: (1) Ecosystem restoration designed and constructed projects that incorporate wetland delineation and wetland, riparian and aquatic restoration design elements in tidal and non-tidal systems. Designs shall typically require accommodation of juvenile salmonid fish passage. (2) Evaluation and analysis of ecosystem habitat assessment including condition of ecosystems, ecosystem structure, function and dynamic processes including identifying and evaluating environmental resources, habitats, their values, and their potential enhancement. (3) Performance of hydrologic, hydraulic and geomorphologic hydraulic analysis (evaluation of stream hydraulics and hydrology, and fluvial and alluvial geomorphology in tidal and non-tidal streams). (4) Performance of Civil/Geotechnical analysis and design, materials sampling and testing (in Corps certified labs), preparation of plans and specifications, construction inspection, and engineering during construction. (5) Demonstrated experience with environmental benefits output modeling, habitat suitability index modeling, USACE model certification requirements, National Environmental Protection Act, Clean Water Act, Section 401 and 402 permit documents, Endangered Species Act, and State removal/fill and local land use requirements for Oregon and Washington including all soil and water sampling and testing (in Corps certified labs) to ensure compliance. (6) Preparation of cost estimate from feasibility through project completion by a certified cost engineer using the latest approved MCACES software and industry accepted scheduling software. Receiving and adhering to Government approval of the Civil Works Breakdown Structure in the early state of estimate development; and maintaining and conducting an internal quality control/quality assurance program addressing cost, schedule, and cost schedule risk analysis as contractually applicable. A sample cost estimate prepared by the proposed cost estimator shall be submitted for evaluation. The sample estimate provided should include crew designations; output; backup for crews, labor and equipment; materials and subcontractor quotes; and details on mobilization/demobilization and job office overhead. b. Professional Qualifications. Professional qualifications of the personnel to be assigned to this project. Required disciplines are as follows, and will be evaluated with descending weight. The evaluation will consider education, registration, and longevity of relevant experience. (1) Project Manager/Technical Manager; (2) Hydraulic / Hydrologic Engineers; (3) Civil Engineers; (4) Geotechnical Engineers; (5) Environmental Engineers; (6) Wildlife and Aquatic Biologists; (7) Geomorphologists (Registration not required); (8) Water Resource Planners; (9) Landscape Architect; (10) Certified Cost Engineer; (11) CADD; (12) GIS. c. Knowledge of Locality. Familiarity with geologic and geotechnical conditions within the boundaries of the USACE Portland District. d. Quality Control. (1) Description of management approach firm would use on this contract if successful offeror. Include organization chart showing inter-relationship of management and multi-disciplined team components. Indicate strategy to comply with requirement that 51% of the services must be performed in-house by the small business prime. (2) Description of quality control processes used by the firm. e. Past Performance. Past performance on contracts with Government agencies and private industry over the past 5 years in terms of cost control, quality of work and compliance with performance schedules. Primary evaluation shall consist of information contained within the DOD Architect-Engineer Contract Administration Support System (ACASS). Secondary evaluation shall consist of other Federal and/or State of private performance information provided by the Contractor. For consideration under the secondary evaluation factor, the Contractor shall provide reference information to include project name, point of contact, current phone number and email address. Also include any ratings, letters of appreciation, awards, etc., for relevant experience. f. Capacity. The Contractor shall demonstrate capacity to perform multiple task orders concurrent in the required time, flexibility to add resources when required, and strength of project management to include communications, project tracking, and issue resolution. g. Volume of DoD Work. In the event of a tie, the volume of DoD contracts awarded within the last 12 months will be evaluated. 5. SUBMISSION REQUIREMENTS.
