Amendment 12 The purpose of Amendment 12 is to modify the basic requirements in Section C of the solicitation. Offerors still in the competitive range are to provide a revised pricing proposal due NLT 1700 hours, September 3, 2010. Changes to Section C follow: Section C modifications: Modify C.2.1 - The following changes have been made to the below paragraph: Deleted the reference to $250 and added the word testing CONTRACTOR FURNISHED MATERIALS AND EQUIPMENT: Under the concept described above, contractors shall provide all labor, parts, tools, equipment, materials, testing, supplies, lubricants, cleaning compounds, filters, and cleaning equipment required to accomplish the service defined. Change C.2.7 to GOVERNMENT RIEMBURSEMENT FOR REPAIR ABOVE $500 Modify C.2.7.1 - The following changes have been made to the below paragraph: Eliminated the word "emergency" and changed the value from $1,000 to $500. C.2.7.1 Each individual part or individual piece of equipment (installed under periodic maintenance or repairs) costing more than $500 (parts and labor) shall be reimbursed by the Government unless otherwise specified in the PWS for a specific task order. If a crane is used to lift a reimbursable part, (reimbursable part defined herein) in place, the rental costs for the crane (including operator) shall be reimbursed by the Government. If the established cost of this reimbursement is more than $500 total parts, labor and crane rental, the total cost shall be the actual cost invoiced to the contractor including cash, trade discounts, rebates, warranty credits and core credits, if any plus the material handling fee from Section B.4. Modify C.10.3 - The following changes have been made to the below paragraph: Added the fact the handiman may be the CMM at small sites, and may perform limited PM tasks. C.10.3 Handiman: A handiman is a person skilled at a wide range of repairs who may also serve as the CMM at small sites. Handiman tasks include trade skills, repair work, maintenance work, both interior and exterior, and are sometimes described as "odd jobs", "fix-up tasks", and include light plumbing jobs such as fixing a leaky toilet or light electric jobs such as changing a light fixture. The handiman shall be available to the FM during normal working hours. The Handiman may perform limited PM work duties provided it is within their skill set. The handiman shall not perform any TI tasks unless directed by the FM. If directed by the FM to perform a TI task, the Handiman's normal work hours shall not be billable against any TI activity. Modify C.18.10.2 - The following changes have been made to the below paragraph: Rewrote the entire paragraph to ensure only the base year of testing is included in the FFP C.18.10.2 BASE YEAR INFRARED SCANNING: The contractor will pay all costs associated with scans, analysis and reports during the basic year of the contract. If further scans are required they will be requested through the government approved Technical Instruction (TI) process. The contractor will plan, coordinate for all scans and analysis that include, but not limited to the electrical system rated above 30 amps, the building envelope, and roofing systems. The contractor shall provide the COR copies of all test results within two (2) business days of receipt. Modify C.19.5.5.2.1 - The following changes have been made to the below paragraph: Changed the value from $1,000 to $500 C.19.5.5.2.1 All individual unscheduled maintenance actions which cost less than $500 to complete are included in the contractor's firm fixed price. Labor expended to make a repair with in-house personnel during normal duty hours is not considered or included in the $500 repair threshold determination and is not reimbursable. Subcontracted labor expenses must be supported to the COR that the skills required to execute the repair exceed the capabilities of in-house mechanics. Modify C.19.5.5.2.2 - The following changes have been made to the below paragraph: Changed the value from $1,000 to $500 and changed "service order" to "Technical Instruction" C.19.5.5.2.2 For individual unscheduled maintenance actions costing more than $500, the work will be performed in accordance with a Government-approved Technical Instruction (TI) process. Labor costs for unscheduled maintenance actions over $500 will not be charged to the Government if the work is accomplished by the contractor's in-house personnel during the normal 40 hour work week. Modify C.39.2.3. - The following changes have been made to the below paragraph: Eliminated any reference to parts costing more or less than $250 C.39.2.3 Scheduled Maintenance. The contractor shall provide all parts, materials, and supplies necessary to perform scheduled maintenance, also known as preventive maintenance (PM) unless otherwise specified in the PWS for a specific task order. Modify C.39.2.4.1. - The following changes have been made to the below paragraph: Added paragraph title, changed the value from $1,000 to $500, and eliminated all the language starting with 4.2.4.2. C.39.2.4.1. Unscheduled Maintenance/Repairs - Unless otherwise specified in the PWS for a specific task order, the contractor shall obtain all parts, materials, supplies and labor for individual unscheduled maintenance actions and repairs which cost less than $500. Labor is not calculated into the $500 threshold if performed by on-site contractor personnel during normal duty hours. Labor obtained via sub-contract can be included in the cost determination, however the CMM must demonstrate to the COR that the repair is beyond the capabilities of on-site maintenance mechanics to execute in-house. 4.2.4.2. For individual unscheduled maintenance actions and repairs costing more than $500 the work will be performed in accordance with a Government approved service order process. Contractor will be provided a notice to proceed by the CO and the contractor will be reimbursed for the costs of all labor, parts, materials, supplies, and subcontracts. Labor costs for unscheduled maintenance actions over $500 will not be charged to the Government in addition to the firm, fixed-price cost if the work is accomplished by the contractor's personnel during the normal 40 hour work week. (Note: The paragraph starting 4.2.2.2 is completely eliminated)
