58--Additional Quantities of Miniaturized I/J Digital RF Memory (DRFM) Systems

The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD) China Lake, CA intends to issue a firm-fixed price modification to provide additional production units of Miniaturized I/J Digital RF Memory (DRFM) systems on an existing contract on an other than full and open competition basis. This action is for an additional 63 mini DRFMs (1611AS13830). The contract end date will not be extended. This modification is sole sourced to Mercury Defense Systems, 10855 Business Center Drive Cypress CA 90630-5252 based on 10 U.S 2304 (c) (1) Only one responsible source and no other supplies or services will satisfy agency requirements. The incumbent contractor is the only source capable of providing the mini DRFMs within the limited timeframe required to meet critical Fleet operational needs. The current design cannot be duplicated without the proprietary data and starting over with a new design would incur a significant cost and time delay to qualify the new design. The time delay for developing an alternate design is estimated to be up to 60 months. No solicitation will be issued; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardships.
