R405--WAVE – Workforce Analysis for VA OIT Excellence (VA-26-00041415)

The Department of Veterans Affairs (VA) is planning the Workforce Analysis for VA OIT Excellence (WAVE) initiative to assess the Office of Information and Technology (OIT) workforce. Managed by the VA Technology Acquisition Center, this effort aims to evaluate current capabilities, forecast future needs, and identify gaps between workforce supply and demand. While the project began as a Sources Sought notice to gather market research, the VA has since issued a notice of intent to award a sole-source contract to IronArch Technology under the Veterans First Contracting Program. This non-competitive action is authorized under 41 U.S.C. 3304(a)(5), and the government does not intend to release a competitive Request for Quotation (RFQ). The scope includes a 12-month base period focused on project management, role and skill taxonomy development, skills inventory, and scenario impact assessments. Documentation includes a draft Performance Work Statement (PWS) and administrative updates detailing the shift to a sole-source award. The WAVE initiative involves a comprehensive workforce analysis to support the VA's IT modernization goals. The scope includes six core tasks ranging from project management to organizational alignment, with additional optional tasks for rapid analytical support and pilot programs. Conduct a data-driven workforce analysis of the VA OIT, which manages approximately 8,000 IT professionals and a $7.3 billion budget.
