V--TRANSIT SUBSIDY PROGRAM

NASA/HQ intends to award a sole source firm-fixed price contract to the Washington Metropolitan Area Transit Authority to provide Metro Smart benefits Cards and Metro Vouchers to the National Aeronautics and Space Administration Headquarters (NASA HQ). This procurement action is for NASA's participation in the Transit Subsidy Program authorized by P.L. 101-509. Section 629 of the Treasury, Postal Service and General Government Appropriations Act, 1991 (P.L. 101-509, 104 Stat. 1389, 1478) allows Executive Departments and independent agencies to participate in any program established by a state or local government that encourages employees to use public transportation. This notice of intent is not a request for competitive proposals and a determination by the government to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
