H -- Notice of Intent to Award Sole Source Contract - Laboratory Pseudorabies Testing of Swine Serum

The USDA, Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) intends to issue a sole source award using commercial procedures to acquire the services of Uniform Serelogic Testing to support the ongoing surveillance program for Accelerated Pseudorabies Eradication Program (APEP). The samples will be picked up by Government personnel and taken to the Federal Brucellosis Laboratory where the samples will be prepped for testing and data entry. The Federal Brucellosis Laboratory will then send the samples to the Arkansas Livestock and Poultry Commission-Diagnostic Lab for PRV testing. Arkansas Livestock and Poultry Commission-Diagnostic Lab will provide all personnel, labor, supervision, supplies, equipment and material to run the PRV test. The Contractor is a National Veterinary Services Laboratory (NVSL) approved laboratory for Pseudorabies. The proposed contract action is for the testing services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Numbered Note 22 applies.
