The purpose of Amendment 0001 is to provide answers to technical questions received, remove Task 4.2.6 Seed Warehouse activities and extend the proposal due date; refer to Questions and Answers below; Proposal due date is hereby extended from 9/7/18 at 1500 MT (3:00 pm)through 9/10/18 at 0900MT (9:00 am). Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of Seed Collection and Botanical Services, Region 8: Arizona, New Mexico, Texas and Oklahoma (AN). (i) This is a combined synopsis/solicitation for the acquisition of commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) Solicitation Number 140L0618R0075 is being issued as a Request for Proposal (RFP). This solicitation will utilize the policies contained in FAR Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100 effective August 22, 2018. (iv) This solicitation is being issued as a full and open. The NAICS associated with this solicitation is 541620, Environmental Support Services, size standard of $15,000,000.00. (v) See the Performance Work Statement (PWS) for detailed requirements the price schedule is to be completed and returned with your quotation, which is included in the PWS. The Seeds of Success Protocol (SOS) is Attachment 1. The Mock Task Order is Attachment 3. The IDIQ Survey Protocol is Attachment 4. Wage Determination 2015-5315 Revision 5 dated January 10, 2018 is hereby incorporated into this combined synopsis/solicitation (Attachment 5). Wage Determination 2015-5469 Revision 7 dated January 10, 2018 is hereby incorporated into this combined synopsis/solicitation (Attachment 6). Wage Determination 2015-5443 Revision 5 dated January 10, 2018 is hereby incorporated into this combined synopsis/solicitation (Attachment 7). Wage Determination 2015-5233 Revision 9 dated January 10, 2018 is hereby incorporated into this combined synopsis/solicitation (Attachment 8). The Past Performance Template is Attachment 9. (vi) The services to be acquired through this combined synopsis/solicitation are Seed Collection and Botanical Services in Region 8: Arizona, New Mexico, Texas and Oklahoma (AN). (vii) Performance location is detailed in the attached Regional Map (Attachment 2). (viii) FAR Provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Potential offerors shall read and comply with all of the requirements. (ix) Basis for Award: The Government intends to award to the offeror(s) whose proposal conforms to the requirements in the performance work statement, is technically acceptable and represents a fair and reasonable price to the Government. To be eligible for award, the offeror must be deemed responsible in accordance with FAR 9.104; provide all documentation/information required in the instruction section of this solicitation, meet all requirements of the solicitation and conform to all required terms and conditions; unless a proposed exception is accepted by the Government. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identifying any exception to the solicitation terms and conditions and must provide complete supporting rationale. (x) Offerors shall include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Items, with their quotation. (xi) FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items applies to this acquisition. (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. See FAR Clause 52.212-5 for additional information. (xiii) Additional clauses that apply to this acquisition are provided. These clauses will be incorporated into the successful offerors contract award. Additional provisions that apply to this acquisition are provided. (xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xv) Quotations are due no later than Friday, September 7, 2018 3:00pm MT.
