View moreThe work at USDA-ARS U.S Horticulture Laboratory is anticipated to be solicited in the following phases.
Picos Farm has 1 greenhouse and 1 hoophouse that will be fully demolished and reconstructed in the same locations. This will be approximately 3,350 sq ft of new structures on the research section of Picos Farm. The other section of the Picos Farm site is near the pond. Three prefabricated, open sided, steel structures with metal roofs that meet current Florida codes for wind resistance will be placed on existing slabs over pumps and mechanical systems to adequately protect them.
Whitmore Farm in Leesburg, Florida, has two existing greenhouses that will be fully demolished including the slabs. A third greenhouse will be fully reskinned and repaired as there is significant damage to the facade system. A new prefabricated pesticide storage building will be built on an existing slab on the west side of the site and the existing small storage structure on the side of an existing building demolished. Two existing pump house structures will be demolished and the disturbed area leveled out with the existing grade.
All greenhouse systems will contain new microgrow control systems, be brought up to Florida containment requirements, and have venting systems properly meshed.
In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is more than $10,000,000.00.

The United States Department of Agriculture, Agricultural Research Service, has issued solicitation 1232SA26R0020 for tornado damage repairs at the U.S. Horticultural Research Laboratory in Fort Pierce, Florida. This project, which carries an estimated magnitude of more than $10,000,000.00, involves the renovation and reconstruction of multiple buildings across three sites: the main laboratory and Picos Farm in Fort Pierce, and Whitmore Farm in Leesburg. This requirement is a total Small Business Administration (SBA) set-aside under NAICS code 236220, Commercial and Institutional Building Construction, and PSC Z2JZ, Repair or Alteration of Miscellaneous Buildings. Responses are due by June 16, 2026, and a firm-fixed-price contract is anticipated.
The contractor is responsible for providing all labor, equipment, and materials to repair approximately 48,000 square feet of greenhouses and 20,000 square feet of support structures. Work at the main laboratory site will be executed in four phases to allow for the transition of ongoing research projects. Phase 1 through Phase 4 include the demolition and replacement of 27 standard greenhouses and four conditioned greenhouses, alongside repairs to main building roofing, corridors, vents, and mechanical units. At Picos Farm, work involves reconstructing a greenhouse and hoophouse and installing three prefabricated steel structures over existing mechanical systems. The Whitmore Farm scope includes demolishing two greenhouses, reskinning a third, and constructing a new pesticide storage building. All greenhouse systems must be equipped with new microgrow control systems and meet Florida containment and wind resistance requirements.
The procurement process is managed by the USDA ARS AFM APD office, with Erin Riffey serving as the point of contact. The solicitation includes 19 attachments, such as project descriptions, requests for information, amendment 0001, and site visit sign-in sheets. Potential offerors were required to attend a mandatory site showing on May 20, 2026, to be eligible to submit a proposal. All offerors must be registered within the System for Award Management. Proposals must acknowledge Amendment 1, which extended the original due date.
