The vendor will deliver a comprehensive six-week Tactical Operations in Urban Terrain training program to augment the INL P4000 Program's support to the HNP. The training will be integrated into the existing HNP recruit curriculum during weeks 9-14 of the basic training course and delivered to three consecutive recruit courses (Courses 37, 38, and 39), with each course comprising approximately 1,200 recruits organized into six companies of 200 recruits each. The vendor shall deploy a training team consisting of project oversight and international instructors, supported by HNP instructors and Language Assistants, to deliver six sequential training modules: (1) Weapons Handling and Individual Movement Techniques; (2) Squad-Level Formations, Urban Patrolling, and Cordon Operations; (3) Room Clearance and Defensive Position Fortification; (4) Vehicle Checkpoints and Search Procedures; (5) Pistol Training and Qualification; and (6) Rifle Training and Qualification.
The vendor shall conduct pre- and post-training assessments, weekly summative evaluations, and weapons qualification testing for all recruits. The vendor shall coordinate closely with HNP leadership and INL representatives through weekly planning meetings and monthly stakeholder coordination sessions, maintain comprehensive safety protocols including Range Action Safety Plans, and provide After Action Reviews and lessons learned documentation following each training rotation. BEST VALUE: The Government contemplates the award of a firm fixed price contract to the responsible Offeror whose offer conforms to the requirements of the solicitation and is evaluated as being the most advantageous to the Government, cost or price and other factors considered. The Government will award based on a best value determination and the Government’s best interests. The award will not be automatically determined by numerical calculation or formula relationship between cost or price and technical merit. As technical merit of the offerors’ proposals becomes more equal, the evaluated cost or price may become the determining factor.
