Notice of Intent to Sole Source: NIMBUS Case and Quality Management Software

The Executive Office for United States Attorneys (EOUSA) intends to award a sole-source purchase order to ECG, Inc. (Digital Intelligence, Inc.) for NIMBUS Case and Quality Management Software. This procurement, conducted under the authority of FAR 6.302-1, aims to implement a new application to improve the EOUSA Threat Analysis and Investigations chain of custody while streamlining requirements for Cyber Defense, Threat Analysis, and Investigations teams. The software will provide full life-cycle chain of custody tracking for all evidence, data, and correspondence, utilizing integrated intake templates and workflow automation to ensure consistency and uniformity in evidence identification.

The NIMBUS system will manage and track cases across multiple staffs, including Incident Response, Digital Forensics, and Insider Threat teams, while maintaining case integrity through role-based permissions and the prevention of unauthorized access. The scope of work includes cross-vertical collaboration, managed request queues, and unified reporting of incident analyses to support law enforcement investigations and ensure compliance with DOJ Orders 0904 and 0908. The software must be compatible with Okta and Sailpoint for account management and include disaster recovery mechanisms for the preservation of historical case information in alignment with retention policies.

This special notice, identified by the government as a notice of intent to sole source, is for informational purposes only and does not constitute a request for competitive quotations. Performance will take place in Washington, DC, with a response deadline of June 8, 2026.
