The National Park Service, Denali National Park, intends to issue a sole source award to the Cooperative Chemical Analytical Laboratory (CCAL), which is collaboratively managed by the USDA Forest Service and Oregon State University, for chemical characterization of stream and lake water samples. The resultant award is anticipated to be a Blanket Purchase Agreement. CCAL is uniquely qualified in detecting extremely low levels of the chemical constituents found in Alaskan waters. NPS samples are collected in pristine streams with extremely low solute concentrations; as such, the NPS requires the low detection limits provided by CCAL. No other laboratory in Alaska or the Pacific Northwest offers the range of analyses that CCAL does with the detection and reporting limits. CCAL is also capable of dealing with the high concentrations of DOC, often found in lakes and streams in Alaska. Further, data continuity is essential for maintaining the scientific integrity of these long-term monitoring programs. This will be a commercial acquisition using simplified acquisition procedures per FAR 13. The intended procurement will be classified under North American Industry Classification System (NAICS) 541380 with a Small Business Size Standard of $15.0 million. This is not a request for competitive quotes, but serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(2). No solicitation document is available and telephone requests will not be honored.
