Caisson Wagon - DRAFT RPP - Review and Feedback Request
The Department of the Army, through the Mission & Installation Contracting Command (MICC) Theater Support Center (TSC), is issuing this Request for Prototype Proposal (RPP) to design, develop, and deliver a prototype Caisson Wagon. This project supports the 3d U.S. Infantry Regiment, known as The Old Guard, in its memorial affairs operations at Arlington National Cemetery. The initiative addresses critical deficiencies in the current aging fleet to ensure long-term mission capability for honoring fallen service members. The government intends to award a single firm-fixed-price agreement under the Other Transaction Authority (OTA) for prototypes as authorized by 10 U.S.C. § 4022.
This solicitation is classified under NAICS code 336999, All Other Transportation Equipment Manufacturing, and PSC 2590, Miscellaneous Vehicular Components. While the RPP is open to all businesses, eligibility for award requires that all significant participants are either small businesses or nontraditional defense contractors. The successful completion of this prototype project may lead to a non-competitive, sole-source follow-on production agreement for additional wagons. Performance will take place in Arlington, Virginia.
Proposals are due by July 13, 2026, at 3:00 PM ET and must be submitted electronically via email to the MICC TSC Division 1. The solicitation package, identified by number W51EW7-26-R-A010, includes six attachments: a prototype proposal document, salient characteristics, terms and conditions, a business status certification, and two sets of questions and answers. Technical inquiries were due by May 26, 2026, and the government provided formal responses in an update posted on June 3, 2026.
