The Fleet Readiness Center Southwest (FRCSW) is sponsoring an unclassified Industry Event on May 14, 2026. The event will be held at FRCSW, which is located at Naval Air Station North Island, San Diego, CA. The purpose of this event is to conduct formal market research and industry engagement in support of FRCSW MRO-L’s planned procurement of two (2) low-profile aircraft tow tractors capable of safely supporting F/A-18E/F Super Hornet towing operations in constrained hangar, flight line, and maintenance/production environments. The intent is for FRCSW to communicate validated operational requirements, assess commercially available industry solutions, evaluate technical feasibility and vendor capabilities, and strengthen acquisition planning through direct collaboration with qualified vendors.
Fleet Readiness Centers (FRCs) provide depot Maintenance, Repair, Overhaul, and Upgrade (MRO&U), In-service Repair (ISR), and manufacturing services in support of fixed and rotary wing aircraft, aircraft engines, aeronautical components, and support equipment across the Naval Aviation Enterprise (NAE). The goal of this Industry Day event at FRCSW is to seek ideas and solutions for low-profile, high-maneuverability, safety-compliant aircraft tow tractor systems that meet FRCSW’s operational, dimensional, performance, sustainment, and mission-readiness requirements for all aircraft with focus on F/A-18E/F ground handling operations.
This event will begin at the Naval Base Coronado Visitor Control Center (VCC) located in San Diego, CA. Government representatives will meet participants outside of the base at the Visitor Control Center, located just to the left of the main gate (Gate 1) at NB Coronado on 4th Ave, Building 680, starting at 0800 PST. While at NAS North Island, all attendees must comply with all base and safety regulations.
Upon check-in at the VCC, participants will receive a nametag and the schedule of events that are planned for the day. Participants will be bused from the VCC to the FRCSW meeting location and Tour site.
Please note there may be walking involved during the tour within the facility. Personal Protective Equipment (PPE) in the form of safety glasses and ear plugs will be provided by the Government to vendor partners, if required. Individual participants must wear flat, closed toe, closed heel shoes.
The Industry Day will follow the general itinerary as outlined below:

The Department of the Navy, Fleet Readiness Center Southwest (FRCSW), is conducting market research to support the planned procurement of two low-profile aircraft tow tractors. These tractors must safely support F/A-18E/F Super Hornet towing operations within constrained hangar, flight line, and maintenance environments at Naval Air Station North Island in San Diego, CA. This initiative falls under NAICS code 333924, Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing, and PSC 1740, Airfield Specialized Trucks and Trailers. There is currently no set-aside associated with this special notice.
As a follow-up to a previous industry event, the government is inviting interested parties to participate in equipment demonstrations scheduled for June 10–12, 2026. These demonstrations allow the FRCSW to assess commercially available solutions, evaluate technical feasibility, and strengthen acquisition planning for systems that meet specific operational, dimensional, and mission-readiness requirements. Vendors must coordinate their specific demonstration time with the designated points of contact and submit required security vetting documentation, specifically Form 5512/5, no later than the response deadline of June 3, 2026.
This special notice, identified by solicitation number N68520-26-RFPREQ-KN00000-0273, is for information and planning purposes only and does not constitute a Request for Proposal. The FRCSW provides depot maintenance, repair, overhaul, and manufacturing services across the Naval Aviation Enterprise and is seeking ideas for high-maneuverability, safety-compliant systems. Participation in these market research activities is voluntary, and the government will not reimburse vendors for costs associated with attending or providing equipment for the demonstrations.
