The Federal Law Enforcement Training Center (FLETC) issued this Sources Sought notice, solicitation number 26RFIOCC, to identify potential Commercial Off the Shelf (COTS) Case Management System replacements for an outdated, internally developed application. The Office of Chief Counsel (OCC) currently utilizes the OCC Document Manager to facilitate legal reviews of hundreds of sensitive documents annually for FLETC executive and senior management staff. The required replacement system must provide the user interface, business process rules, and secure storage mechanisms necessary to track legal findings, opinions, and related metadata such as reviewer identification and topical areas.
The performance location is Brunswick, GA, and the notice includes one attachment, a PDF titled OCC Case Management SOO.pdf. Interested parties are requested to provide a capability statement, references for prior actions, a retailer authorization statement if applicable, and a review of the draft Statement of Objectives. Submissions must also include a Rough Order of Magnitude (ROM) for pricing that covers the total system and lists all relevant assumptions.
Electronic responses are limited to 10 pages, excluding the title page and reference materials, and must be submitted in Microsoft Word or PDF format. The submission deadline is May 18, 2026, at 5:00 PM EDT, with questions due to Contracting Officer Jimmy Dolloff by May 15, 2026. Each response must include a company information page specifying socio-economic status, DUNS and UEI numbers, CAGE code, and any available federal contracts such as NASA SEWP or GSA schedules.
