Final SIR for the Navigation Technical Assistance Contract NAVTAC) II - Amendment 3

1. This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Policy 3.2.1.2.1. Interested parties are advised that: - This is a Screening Information Request (SIR) or Request for Proposals; - The FAA will not pay for any information received or costs incurred in preparing responses; and - Any costs associated with your response are solely at the interested parties expense. 2. Description of the Required Services Navigation Technical Assistance Contract The Federal Aviation Administration is in the process of modernizing the National Airspace System (NAS) to meet the needs of the 21st Century. Inherent in this mission is the requirement to provide a safe, cost-effective, navigation and timing service. Currently, navigation requirements are largely met with legacy, ground-based navigation, and lighting systems. FAA has committed to evolving the NAS to Performance Based Navigation (AIR SPACE SERVICES GROUP). During this lengthy transition, FAA has a requirement to support both legacy and modernized navigation systems. Through the Next Generation Air Transportation System (NextGen), FAA is addressing the impact of air traffic growth by increasing capacity and efficiency while improving safety, reducing environmental impacts, and increasing user access to the National Airspace System (NAS). AIR SPACE SERVICES GROUP is an essential element of the NextGen plan to modernize the NAS. To achieve NextGen goals, FAA is implementing new AIR SPACE SERVICES GROUP routes and procedures that leverage emerging space-based technologies and enhanced aircraft navigation capabilities. The NAVTAC II support Contractor will assist the Navigation Programs Group and Performance Based Navigation Offices in their joint mission to provide safe, cost-effective position, navigation, and timing services to meet the operational needs of current and future aviation customers that operate in the NAS. The FAA Navigation Programs Group and the AIR SPACE SERVICES GROUP Office have a need for professional services covering areas such as engineering support, logistics, software integration and maintenance, training, operations research and analysis, requirements development and analysis, and business and material management. Examples include technical support services to assist in the planning, research, development, engineering, implementation, sustainment, and decommissioning of various navigation, landing, and lighting systems, as well as support for the AIR SPACE SERVICES GROUP Instrument Flight Procedure (IFP) process. 3. The FAA intends to use FAA and contractor support staff in reviewing and evaluating any responses to this announcement and will ensure that the appropriate organizational conflict of interest and nondisclosure agreements are signed prior to any review. 4.
