Maintenance and Repair Contract at Naval Base Guam

The Naval Facilities Engineering Systems Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) is soliciting proposals to establish and support an Equipment Maintenance and Repair program. The scope of work involves providing operational, maintenance, corrective services, and repairs for Civil Engineering Support Equipment (CESE), Civil Engineer End Items (CEEI), Material Handling Equipment (MHE), Weight Handling Equipment (WHE), support vehicles, and Containerized Base Camp Facilities items. These services will be performed at Naval Base Guam (NBG) as well as various locations on and off the base and adjacent areas. This requirement is categorized under NAICS 811310 for Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance and PSC J038 for Maint/Repair/Rebuild of Equipment- Construction/Mining/Excavating/Highway Maintenance Equipment.

The government intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a maximum value of $8,000,000.00. The performance period includes a thirty-six month base ordering period and a possible extension of services not to exceed six months. Individual task orders will be issued on a firm-fixed-price basis, and the government intends to issue a seed task order concurrently with the basic contract award to serve as the minimum guarantee. This procurement is designated as an SBA Small Business Administration set-aside under solicitation number N3943023R0063.

Submissions are due by July 26, 2023, with an estimated award date of September 5, 2023. Offerors must be registered in the System for Award Management (SAM) to be eligible for award. Amendments to the solicitation, including responses to requests for information and the inclusion of the Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), and Contract Data Requirements Lists (CDRLs) for the seed task order, are distributed via the PIEE solicitation module.
