The U.S. Army Corps of Engineers Europe District (USACE NAU) issued this pre-solicitation notice regarding its intent to award a Multiple Award Task Order Contract (MATOC) for taxiway and runway construction services in Israel. This procurement supports the Israeli Air Force under a Foreign Military Sales agreement. The government intends to award a target of three firm-fixed-price, indefinite delivery indefinite quantity contracts with a total shared capacity not to exceed $50,000,000 over a five-year ordering period. Individual task orders are expected to range from $50,000 to $10,000,000.
The scope of work involves the rehabilitation and establishment of runways and taxiways, including concrete and asphalt pavements, site development, drainage, and infrastructure. Specific tasks include epoxy treatments, milling, rubber removal, painting, and marking, as well as electrical works such as the installation of high and medium voltage lighting systems, guidance signs, and constant current regulators. Construction also encompasses earthworks, subbase and shoulder work, and foundation installations for runway arresting systems.
Participation is restricted to U.S. firms or joint ventures composed solely of U.S. firms in accordance with 41 U.S.C. 421 and relevant FAR and DFARS supplements. Because the majority of work is Foreign Military Financing funded, at least 51% of the dollar value of each task order must be of U.S. origin, and Israeli content is limited to specific bulk materials. This opportunity is classified under NAICS 237310 for Highway, Street, and Bridge Construction and PSC Y1BD for Construction of Airport Runways and Taxiways. Responses are due by April 27, 2023, for this requirement identified under solicitation number W912GB23R0034.
