The Synopsis that was issued on 19 April 2019 for the H-60 MTS FLIR PBL is amended due to a change in the list of items and an update in the requirement. The following five items are added to the PBL items list: NIIN: 016857990 Part Number: D3647120-1 Nomenclature: Turret, Sensor-Sight NIIN: 016862329 Part Number: D3647130-1 Nomenclature: Control Converter Electronic Unit NIIN: Not available at this time Manufacturers Part Number: 6640500-1 Nomenclature: IP3 NIIN: Not available at this time Manufacturers Part Number: 4980513-1 Nomenclature: MVIP NIIN: Not available at this time Manufacturers Part Number: C9347105-2 Nomenclature: PWM2 CCA All other items remain the same. Attached is the updated list of items. In addition to the above change, the subject requirement includes procurement of 44 Turrets (NIIN 016857990) in support of retail allowances. Also, this requirement includes procurement of High Definition components supporting the retrofit of 220 Turrets, Sensor-Sight and 165 Control Converter Electronic Units from Standard Definition to High Definition configuration under the PBL contract. The Government intends to contract on a sole source basis with Raytheon Company (CAGE code 96214) located in McKinney, TX. The resultant PBL contract will include one 5-year base period and one 2-year option period. The contract will include PBL support of 15 NSNs which are listed in the attached document. Justification for Sole Source Acquisition is based upon the statutory authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1, only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. Absent interest/approval of additional sources, the Government intends to solicit Raytheon Company. Raytheon Company is the only source capable of providing the integrated logistics support for the entire scope of necessary performance requirements related to repair, manufacturing, availability, engineering sustainment, obsolescence management, and required forecasting. NAVSUP WSS does not own rights to drawings. Drawings cannot be obtained, nor is it possible to draft adequate specifications for them to facilitate competition at this time. The subject items require Government source approval prior to contract award, as the items are flight critical and/or the technical data available has not been determined adequate to support repair via full and open competition. Only the Raytheon Company will be solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Information Brochure for repair. A Source Approval Request (SAR) brochure is available upon request. If your request for source approval is currently being evaluated at NAVSUP WSS submit with your offer a copy of the cover letter which forwarded your request for source approval. Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of the subject requirement may continue based on Fleet support needs. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Governments requirement with a commercial item within 15 days of this notice.
