This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a notification to industry to announce the release for bid of solicitation W911RX-14-B-0002; Portable Latrine and Waste Removal Services at Fort Riley, KS. With this solicitation release, an Invitation for Bid (IFB) from all interested and qualified bidders is requested. No reimbursement will be made for any costs associated with providing information in response to this IFB announcement or any follow-up information requests related to this IFB. This notice does not constitute nor should it be construed as a commitment by the Government for any purpose other than noted above. The Directorate of Public Works is seeking current relevant experience, personnel, and capability to perform a commercial service contract for the supply of Portable Latrine Services as well as general waste removal services for various locations within the Fort Riley Kansas Military Reservation. See Section C of the Solicitation for complete Performance Work Statement (PWS)requirements. The Government anticipates award of a FFP, single award contract. Contract award will be made to the lowest responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation (FAR 14). The proposed contract will be for one base year with 3 one-year options. Period of Performance is to begin on 01 September 2014. It is the Bidder's responsibility to read and understand the entire solicitation package (Solicitation, Exhibits and Attachments) prior to bid submission. All bids received must be prepared and submitted in accordance with Section L of the solicitation. Electronic submissions via email or fax will not be accepted. A Bid Opening will occur on 21 August 2014 @ 14oo hours (CST) and all bids shall be evaluated as stated in Section M of the Solicitation. Any bids received after the bid opening procedure has been initiated will be rejected as untimely in accordance with FAR 52.214-7.
