This non-personal services contract provides personnel to assist NAVIFOR N8 in identifying requirements and capability gaps for Resilient Command, Control, and Communications (RC3), IT Transport and Networks, NCTP C5I Shore Commands Core Tactical Baseline, and RRL IS and T. Functional areas include afloat and ashore radio frequency, satellite communications, and Navy and Coalition IT networks. Contractor personnel will analyze solution options and develop requirements to counter current and future threats.

The services support the development of end-to-end integrated capabilities across Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) considerations. This scope includes Concept of Operations (CONOPS) development and prioritization processes for the C5I Core Tactical Baseline. Proposals from contractors not classified by the Small Business Administration as Woman Owned Small Business program participants will not be considered.
