Meltwater has been identified as the only software capable of providing all necessary items within a single resource. Although this is a notice of intent to request a quote from authorized small business resellers rather than a request for competitive quotes, the government will consider capability statements to determine whether to conduct a competitive procurement. This action is being conducted under the statutory authority of 41 U.S.C. 251 as implemented by FAR 8.405-6, which permits restricting consideration of schedule contractors. There is no set-aside for this opportunity.
