Install New FOC from ITB 910 to ITB 1365

The Department of the Air Force, 56 Contracting Squadron, is seeking proposals for fiber optic cable (FOC) installation at Luke Air Force Base in Arizona. The project requires the engineering, furnishing, installation, and testing (EFI&T) of 36-strand single-mode fiber optic cable to connect Information Transfer Building (ITB) 910 with ITB 1365. Work includes installing approximately 1,300 feet of new conduit, 6,500 feet of geo-textile innerduct, and a new network cabinet for outside plant infrastructure. This procurement is a 100% set-aside for SBA Certified Women-Owned Small Businesses (WOSB) with a 180-calendar day period of performance. Evaluation will follow a Performance Price Tradeoff (PPT) methodology with Technical Acceptability, where technical and past performance factors are roughly equal to price. Funding is currently available, though the government may cancel the solicitation. Key dates include a mandatory site visit on June 9, 2026, an RFI deadline on June 15, 2026, and final electronic proposals due by June 30, 2026. The scope includes 1,300 feet of new conduit and 6,500 feet of geo-textile innerduct. Technical execution must follow Air Force 'First 400 Feet' standards and safety protocols in DAFMAN 91-203.
