Notice of Intent to Sole-Source Protected Tactical Enterprise Services (PTES) Joint Hub Spares
The Department of the Air Force, specifically the United States Space Force Space Systems Command (SSC), intends to award a sole-source, Cost-Plus-Incentive-Fee contract modification for Protected Tactical Enterprise Service (PTES) Joint Hub (JH) Full Operational Capability (FOC) Spares. This requirement involves the procurement and management of Level 1 organizational spares, Level 2 depot spares, and limited replacements for 24 FOC JHs. Performance will take place in El Segundo, California, under NAICS code 517810, All Other Telecommunications, and PSC AC23, National Defense R&D Services; Atomic Energy Defense Activities; Experimental Development.
The government intends to award this modification to The Boeing Company under the authority of FAR 6.103‐1(c)(2), as it has been determined that Boeing is the only responsible source capable of satisfying agency requirements. Market research indicates that procuring these spares from another source would result in substantial duplication of costs and unacceptable delays in fulfilling the agency’s requirements. This action will modify existing contract FA880819C0001 by utilizing an unexercised contract line-item.
The anticipated award date for this modification is October 2026. While this notice is not a request for competitive proposals, interested parties may submit capability statements to the primary contact, Scott Lucas, by April 16, 2026, for consideration by the agency. These statements must provide clear evidence of the respondent's ability to perform the work without causing substantial duplication of costs or schedule delays. There is no set-aside designated for this action, identified under solicitation number FA8807-PTESJHS-NOI-001.

The planned contract modification is anticipated to be awarded in October 2026.
