DISCLAIMER
This Notice does not obligate the Government to award a contract or otherwise pay for information provided in response. No solicitation document exists.
The Federal Railroad Administration (FRA) issued this special notice of intent to award a sole-source contract to the MITRE Corporation for Rail Information Sharing Environment (RISE) program development support services. RISE is a voluntary, non-regulatory railroad safety partnership where stakeholders share operational and safety data with the FRA to analyze risks and address safety challenges through a data trust model. This requirement serves as a follow-on to work previously performed by MITRE under contract number 693JJ624C000049. The FRA seeks to maintain continuity in program governance, stakeholder engagement, and data-trust architecture to avoid duplication of costs or schedule delays.
The procurement, identified under solicitation number FR26RDI20000000023, is conducted as a research and development effort by a federally funded research and development center (FFRDC). The primary classifications for this requirement are NAICS 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and PSC AS11, Transportation R&D Services; Surface Transportation, Public Transit, and Rail; Basic Research. No set-aside is applied to this action. The contemplated award includes a 12-month base period and two 12-month option periods, totaling a potential 36-month performance period in McLean, Virginia.
Interested parties may submit capability statements demonstrating their ability to perform the continuation effort without disrupting program continuity by the response deadline of March 25, 2026. Submissions must be directed to the point of contact, Akwasi Kankam, within 15 calendar days of the March 4, 2026, posting date. This notice is not a request for competitive proposals, and no formal solicitation document exists.
