NOTICE OF INTENT TO NEGOTIATE ON A NONCOMPETITIVE BASIS The U.S. Geological Survey, Alaska Volcano Observatory, Volcano Emissions Project (VEP), requires a consultant with expertise in the highly-specialized field of volcanic gas geochemistry and monitoring to support domestic research and international partners through the Volcano Disaster Assistance Program (VDAP). General work requirements will include evaluation and interpretation of geochemistry datasets; evaluation and interpretation of gas measurements collected by international partners during episodes of volcanic unrest; populating geochemistry data in the EFIS/WOVOdat database; assisting in the development of a database for VEP data collected at domestic volcanoes; providing training in geochemical measurement techniques, lab facilities, and data interpretation; assisting VEP and VDAP with conducting and evaluation CO2 flux/diffuse degassing measurements domestically and abroad; and assisting in geochemistry infrastructure installation missions for VDAP involving NOVAC scanning DOAS and MultiGas instruments. In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), the USGS has determined that there is only one source reasonably available to fulfill this requirement, Dr. Cynthia Werner. She is a former USGS employee who has recently left federal service and is uniquely well-qualified to continue to perform these functions on a limited basis for a short term while her replacement is found. We intend to attempt to negotiate a contract with her utilizing the procedures of FAR Part 13, Simplified Acquisition Procedures. This will be the only public notice of this proposed contract action.
