RAPID MIGRATION OF JOINT COMMAND, CONTROL, COMMUNICATION, COMPUTERS, CYBER, INTELLIGENCE, SURVEILLANCE, AND RECONNAISSANCE (C5ISR)

The General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services (AAS) Region 5 intends to award a sole source Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to ViaSat, Inc. for the rapid migration of airborne intelligence, surveillance, and reconnaissance equipment. This requirement includes Digital Aided Close Air Support Gateway-SOF (DACASG-S) Package Systems, Small Tactical Terminal (STT) Radio Systems, and mobile terminals, along with associated accessories and spare parts. The scope also covers Arclight 2 Hubs, compatible modems, ground equipment, and various Line of Sight (LoS) and Beyond Line-Of-Sight (BLOS) equipment operating across high, very high, and ultra high frequencies, as well as commercial labor and service plans.

This procurement is classified under NAICS 334290 Other Communications Equipment Manufacturing and PSC 5895 Miscellaneous Communication Equipment. The GSA is utilizing the authority of FAR 6.302-1, as it has determined that only one responsible source can satisfy the agency’s requirements. The resulting IDIQ will utilize firm-fixed-price task orders with periods of performance to be established at the task order level. Performance will take place in Suffolk, Virginia, under solicitation number 47QFLA24R0006.
