View moreThe Training and Exercise Division (TED) delivers combined and joint training and exercises, mainly static and distributed, as well as single and multi-echelon, for tactical and operational level headquarters, staff, and forces in the full spectrum of NATO operations. JFTC may assume the responsibility of the Officer Directing Exercise (ODE) for various exercises, i.e. NOBLE JOLT (NOJO), LOYAL LEDA (LOLE), and LOYAL DOLOS (LODO). NOJO is a logistics and sustainment centric Computer Assisted Exercise/Command Post Exercise (CAX/CPX) that will train JLSGNP. LOLE and LODO are land domain tactical level CAX/CPX that will train relevant headquarters from the NFS in the Warfighting Corps role. Additionally, JFTC may support the NATO GEORGIA (NAGE) exercise(s).
This RFP solicits bids to establish Commercial Personnel Service contract(s) for SME support for multi-domain and functional focus areas in support of TED. The following SMEs will be part of the solicitation:
- Opponent Forces Maritime Operations Analyst
- Content Analyst MEL/MIL SME
The resulting contract will be the Commercial Personnel Services Contract in accordance with the JFTC Special Terms and Conditions for Commercial Personnel Services Contracts; as such it will be a Level of Effort contract with a maximum limit or fraction thereof as set forth in the Statement of Work.
The period of performance consists of a base period (2026) and four annual option periods.
BECOMING ELIGIBLE TO BID
NCP requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the firm for participation in NCP. U.S. firms are approved for NCP on a facility-by-facility basis.
The U.S. NCP application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

The Department of Commerce (DOC) is the U.S. Government agency that approves NCP applications. - the name/phone/e-mail of the company employee who should receive the bid documents
After approval of your one-time NCP application, DOC will then know to follow up by issuing a DOE for the contract. DOC will transmit the DOE to the NATO contracting agency.
