Intent to Sole Source Harlan Sprague Dawley (HSD) Female CF-1 Mice

NOTICE OF INTENT TO SOLE SOURCE

THIS IS NOT A REQUEST FOR QUOTE. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) intends to solicit and negotiate a sole source contract with Envigo RMS LLC to provide Harlan Sprague Dawley (HSD) female CF-1 mice.  This proposed action will be conducted under the statutory authority permitting Other than Full and Open Competition 41 U.S.C § 1901 - Simplified Acquisition Procedures up to $7.5 million, as authorized by FAR 13.500(a) and implemented by FAR 13.501(a).

Envigo is the only known vendor that can provide this specific breed of mice. The Government anticipates a 5-year Indefinite Delivery Indefinite Quantity contract for an estimated 16 batches (360 mice/batch). Please see attached justification and specifications for more details. This notice of intent is NOT a request for proposals or quotations. However, all responsible sources may submit a response which shall be considered by the agency. Responses must include clear and convincing evidence of the offeror’s capability of fulfilling the requirements as specified. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement, no later than 9:00 am ET, June 27, 2023, by email to [email protected]. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Envigo is considered a large business per the primary North American Industry Classification System (NAICS) code 112990, All Other Animal Production.
