(iv) This solicitation is being released unrestricted. The NAICS code is 334516, and the small business size standard is 1000 employees. This acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13.
(v) The equipment consists of a real-time PCR system capable of supporting multiplex nucleic acid detection and analysis. The system must provide accurate thermal control, reliable fluorescence detection, and compatibility with existing laboratory software and experimental workflows.
The following product features/characteristics are required for this requirement:
System can capture up to five fluorophores in a single reaction well using “All
Channels” scan mode, or, for faster scanning time, one fluorophore when using the SYBRR/FAM or FRET Scan Modes.
Fixed optical path, directly over each well, eliminates the need to normalize for positional bias or passive dye calibration.
System does not have lid or drawer that extends beyond the footprint of the system nor requires additional operating clearance.
Dimensions (W x D x H) is 13x22x14 inches; can easily fit under a standard shelf
Real-time data traces can be viewed during a run from the thermal cycler base or on CFX Maestro (if a computer is connected to the instrument).
CFX Maestro software is compatible with all real time PCR results from the older model CFX system the lab has been using; it shall ensure project continuity.
Multiple plates can be combined into one experiment with the Gene Study Feature on the free CFX Maestro software.

Evaluations will be conducted in accordance with the provision at FAR Clause 52.212-2. Offerors will be evaluated as follows:
EVALUATION-COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
• Technical
• Past Performance
• Cost
All evaluation factors other than cost or price, when combined are significantly more important than cost or price.
Written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
