The United States Coast Guard Base Kodiak intends to award a sole-source, firm-fixed-price contract to GCI Communication Corp. for commercial internet services in Kodiak, Alaska. This requirement is classified under NAICS 517112, Wireless Telecommunications Carriers (except Satellite), and PSC DG11, IT and Telecom - Network: Satellite Communications and Telecom Access Services. The procurement is being conducted on a sole-source basis because GCI possesses the existing infrastructure and equipment necessary to maintain services without disruption. Transitioning to an alternative provider would require significant equipment replacement and infrastructure repairs, the costs of which would exceed any potential savings gained through competition.
The period of performance consists of a one-year base period and one one-year option period, with a final expiration date of April 30, 2027, if the option is exercised. As the procuring entity, the U.S. Coast Guard will utilize FAR Part 12 procedures for the acquisition of these commercial services. There is no set-aside designated for this action.
Interested organizations may submit written capability statements and qualifications to the point of contact, Robbin Kessler, to be evaluated by the government for the purpose of determining whether to conduct the procurement competitively. The deadline for these submissions is May 14, 2026, at 1:00 p.m. Alaska time. This presolicitation notice, identified by solicitation number 31140PR260000084, was published on May 7, 2026, and does not include any attachments.
