T--Indefinite Delivery Contract for Survey and Photogrammetric Mapping Services for the Albuquerque District. Contract includes a basic and four option years. This procurement uses A-E Selection Procedures.

FED BIZ OPS ANNOUNCEMENT FOR INDEFINITE DELIVERY SURVEY AND PHOTOGRAMMETRIC MAPPING SERVICES CONTRACT 1. CONTRACT INFORMATION: One Indefinite Delivery contract will be awarded for Survey and Photogrammetric Mapping Services for a period of one year, with options to extend four additional years. The work will be for surveying and photogrammetric mapping services primarily within the Albuquerque District boundaries, which include Southern Colorado, Arizona, New Mexico and Southwest Texas. However, the Contractor may be required to perform work outside this area. This contract will be procured in accordance with Pl 92-582 (Brooks A-E Act) and FAR Part 36. Work will be negotiated and initiated by issuance of delivery orders, which will not exceed $8,000,000 over the life of the contract. The successful firm is guaranteed no less than $32,000 in the Basic year and $16,000 for each Option year if they are exercised. The anticipated award date is June 2009. This procurement is unrestricted. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be no less than those determined by the Department of Labor under the Service Contract Act. In accordance with Public Law 95-707, large business firms are reminded that a subcontracting plan will be required which provides for subcontracting work to small and small disadvantaged firms to the maximum extent practicable. If any of the work is to be subcontracted, the Albuquerque District goal is for 70% of the subcontracted dollars to go to small business with the percentage of those dollars distributed as follows: 6.2% to small disadvantaged business, 7.0% to woman owned business, 9.8% to HUB-zone small business, 3.0% veteran-owned small business and 0.9% service disabled veteran owned small business (SDVOSB). To be eligible for contract award, a firm or Joint Venture must be registered in the DOD Central Contractor Registration (CCR). Register via the Internet Site at www.ccr.gov. 2. PROJECT INFORMATION: The work will involve all services associated with surveying and mapping required to support the U.S. Army Corps of Engineers Civil Works, Inter-Agency Support (IAS) & Military projects which include, but are not limited to, planning, design, and construction. These services may include: photogrammetric mapping requiring acquisition of film and/or digital aerial photography, aerotriangulation, stereo mapping compilation, orthophotography, land use/land cover interpretation, creation of horizontal and vertical control networks, ground control for support of photogrammetric and LiDAR mapping, topographic mapping using total stations or GPS; detailed planimetric surveys; profile and cross section surveys, instrumentation (monitoring of data points for movement) surveys, cadastral surveys and site and utility surveys. Geographic Information System (GIS) services may include the creation, implementation, transformation, manipulation of spatial data supporting the management of ESRI Geo-databases. Both English and Metric systems of measurement may be utilized. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-e are primary. Criteria f-h are secondary and will be used as 'tie-breakers' among technically qualified firms. (a) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE. Firms must demonstrate experience in: aerial photo control, geodetic control, topographic, cadastral, instrumentation (monitoring of data points for movement), bathymetric, site and utility surveys; GIS feature data collection; aerial imagery utilizing analog and digital aerial cameras; collection and processing of airborne GPS and Inertial Measurement Unit (IMU) data; soft copy aerotriangulation and feature compilation; orthophoto generation; Digital Elevation Model (DEM) and Digital Terrain Model (DTM) data collection and manipulation including contour development; and collection and processing of airborne and ground-based LiDAR data into terrain products. Firms must be able to provide survey and mapping data on CDROM/DVD and USB hard drives directly readable to Bentley Corporation graphic systems Microstation (*.dgn), Inroads, AutoCAD, and ESRI products. Firms must be familiar with latest versions of the US Army Corps of Engineers Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) and the AEC CADD Standards. Firms must be able to provide FGDC compliant metadata. Firms must also have an established Quality Control program. (b) PROFESSIONAL QUALIFICATIONS. The firm must have a Certified Photogrammetrist in-house that has experience in managing large and small scale mapping projects. The firm must also be able to provide Professional Land Surveyor(s) registered in New Mexico, Arizona, Colorado and Texas. In addition, the firm must be able to provide surveying and/or mapping personnel with expertise for the following: ground control, topographic, cadastral, instrumentation (monitoring of data points for movement), bathymetric, site and utility surveys; aerial imagery, GPS & LiDAR data collection and processing; orthophoto generation; DEM and DTM development; analytical aerotriangulation; compilation; CAD; GIS; and Metadata documentation. (c) PAST PERFORMANCE. Past performance on contracts with Governmental agencies and private industry in terms of quality of work, cost control, and compliance with performance schedules will be considered. (d) CAPACITY. The firm must demonstrate the personnel and equipment capacity necessary to accomplish two concurrent delivery orders. (e) KNOWLEDGE OF THE LOCALITY. Firms' knowledge of the area datums and State Plane Coordinate Grid Systems encompassed by the Albuquerque District boundaries will be a consideration. (f) GEOGRAPHIC PROXIMITY. Location of the firm and subcontractors offices with respect to Albuquerque, New Mexico will be considered. (g) VOLUME OF DOD CONTRACT AWARDS. The volume of DoD contract awards in the last 12 months will be considered with the objective of effecting an equitable distribution of DoD architect-engineer contracts among qualified architect-engineer firms including small and small disadvantaged firms, and firms that have not had prior DoD contracts. (h) SB AND SBD PARTICIPATION. The extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total anticipated effort will be a consideration. In-house capabilities will be weighted heavier than subcontracted work in the evaluation process. Joint Venture Firms will be considered as having capabilities in-house. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit one copy of SF 330 for the prime firm and all consultants to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business the next business day. Solicitation packages are not provided. The solicitation number is W912PP-09-R-0016. Only data furnished by the responding firm on the SF 330 will be considered in the selection process. Responding firms are requested to clearly identify tasks to be performed in-house and tasks to be subcontracted. In addition, firms shall submit Part II of the SF330 for each branch office and subcontractor office that will have a key role in the proposed contract. Part II is a general statement of the firms' qualifications and should not be tailored for this contract. The SF 330 Part I should specifically address the requirements of this announcement. Responding firms are requested to summarize their Quality Management Plan and identify all relevant photogrammetric and survey equipment and computer capabilities in Block H of the SF 330.
