Companies shall acknowledge all amendment(s) in their quote. The purpose of Amendment P00002 is to provide offerors with responses to questions received for solicitation 80JSC020R0016 and to update provision 52.212-1 addendum section 6. The purpose of Amendment P00001 is to EXTEND the Due Date for the Delivery of Quotes/Proposals from Friday, December 20, 2019 to Monday, January 6, 2020. Companies shall provide the information stated in the synopsis/RFQ posted on the beta.sam.gov on 12/09/2019. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number 80JSC020R0016 is being issued as a Request for Quote (RFQ) for the manufacturing of the xEMU Softgoods joints such as the hip, shoulder, and waist/brief flexion-extension that will be used in both micro-gravity and planetary EVA operations. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. The NAICS Code and the small business size standard for this procurement are 332510 and 750 employees respectively. The offeror shall state in their offer their size status for this procurement. The Contractor will provide the manufacturing of the new softgoods joints such as the hip, shoulder, and waist/brief flexion-extension that will be used in both micro-gravity and planetary EVA operations. SEE ATTACHED STATEMENT OF WORK. Delivery to: NASA Johnson Space Center 2101 NASA Parkway Houston TX 77058 is required 6 months after award date. Delivery shall be FOB Destination. The following clauses and provisions are incorporated (full text of the clauses and provisions may be accessed electronically at https://www.acquisition.gov/browse/index/far or https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf Offerors shall provide the information required by FAR 52.212-1 (OCT 2018), Instructions to Offerors-Commercial Items, which is incorporated by reference. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and shall be used to evaluate offers: SEE EVALUATION CRITERIA IN THE TERMS AND CONDITIONS ATTACHED. All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, or complete electronic annual representations and certifications at SAM.gov with its offer. In addition, the offerors shall complete the addendum to 52.212-3. FAR 52.212-4 (OCT 2018), Contract Terms and Conditions-Commercial Items is applicable.
