Outpatient Treatment Services

The Court Services and Offender Supervision Agency is soliciting quotations under solicitation 9594CS26Q0003 for evidence-based outpatient treatment services in Washington, DC. This requirement is classified under NAICS 621420, Outpatient Mental Health and Substance Abuse Centers, and PSC G004, SOCIAL- SOCIAL REHABILITATION. Although the requirement was initially a small business set-aside, Amendment 0002 transitioned the acquisition to unrestricted status with a set-aside of NONE; explanation: NONE, making the opportunity open to all business sizes. The anticipated contract will consist of one 12-month base period and four 12-month option periods.

The contractor will provide outpatient or early intervention substance use treatment services to CSOSA offenders based on assessed levels of care or specific court orders. These services must align with American Society of Addiction Medicine (ASAM) Level 1.5 criteria, while early intervention services are reserved for offenders mandated to the Traffic and Alcohol Program. The scope of work also requires authorized translation services and the maintenance of electronic treatment files, which must be transferred to the agency upon completion of services via the Chesapeake Regional Information System for our Patients (CRISP).

Submissions must be received by March 21, 2026, and directed to the point of contact, Cathy Collins. All responses must include the information required by solicitation sections L.4.3 and L.4.4, and price quotes must be submitted using the revised Attachment J-15 provided in Amendment 0001.
