This is Invitation for Bid (IFB) using Sealed Bidding procedure with theintent to award anIndefinite Delivery Indefinite Quantity Repair and Replace Roof System at Commander Fleet Activities Yokosuka and NAF Atsugi.Projects include repair and replace roof system and related works such as coping, flashing, drain, gutter and downspout,foundation & steel support for mechanical and electrical equipment & piping, painting, temporary works, sampling, and othermiscellaneous works. The work shall be located at the U. S. Fleet Activities Yokosuka, Yokohama North Dock, Yokohama Cold Storage, Tsurumi POL Depot, NewSanno, U.S. Forces Center, U. S. Embassy, Tokyo, lkego Housing Area and Navy Annex, Azuma Storage Area (Hakozaki), Urago StorageArea, and Nagai ULM4, U.S. Atsugi Naval Air Facility. The exact location will be indicated on each task order and shown by the ContractingOfficer. In accordance with DFARS 236.204, the magnitude of this construction project is estimated betweenJPY2,500,000,000 to JPY10,000,000,000. This procurement will be issued using Sealed Bidding procedures with the intent to award a single firm-fixed pricecontract. Award will be made to the responsible bidder whose bid, conforming to the solicitation, is themost advantageous and offers the best value to the Government considering price only factors. CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country ofJapan. Contractors must be duly authorized to operate and conduct business in Japan and must fully complywith all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Priorto award of any contract, offerors must be registered to do business and possess a construction license(Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government.Offerors will be required to provide verification on such construction license prior to award of any contract tothe contracting officer if such information is not already on file with or available to the contracting officer. STATUS OF FORCES AGREEMENT The U.S. Government will not offer United States Official Contractor status under Article XIV of theU.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation;however, the U.S. Government may consider designating eligible employee(s) as Members of the CivilianComponent under Article I(b) of the SOFA. SYSTEM FOR AWARD MANAGEMENT Interested bidders must be registered in the System for Award Management (SAM) prior to the closing date forreceipt of bids. Contractors may obtain information on registration and annual confirmation requirements viathe SAM website accessed at https://www.sam.gov/SAM/. Bids from contractors not registered in SAM or fromcontractors whose online Representations and Certifications in SAM are not current, will not be eligible foraward. Interested bidders are encouraged to register as soon as possible. This acquisition will be issued on an unrestricted basis in accordance with FAR 6.1.
