The U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) is seeking 17 Frame BRU-14/15 components for MH-60T aircraft under solicitation 70Z03826QJ0000214. This procurement is a firm-fixed-price, sole-source Request for Quotation (RFQ) following commercial item procedures. The agency intends to award the contract to the Original Equipment Manufacturer (OEM), Marvin Engineering CO, Inc., because the government does not own the technical drawings, specifications, or schematics for these parts. The Frame BRU-14/15 is the only component currently approved by the USCG Aircraft Configuration Control Board for this application. Quotations must include a documented, auditable paper trail showing clear traceability from the OEM to the current location of the parts. The anticipated award date is June 16, 2026, with delivery requested by June 10, 2027. The solicitation includes a redacted Justification and Approval (J&A) and a Terms and Conditions document incorporating recent 2025 and 2026 FAR and HSAR deviations. The USCG intends to award a firm-fixed-price purchase order on a sole-source basis to Marvin Engineering CO, Inc. for specialized aircraft frames. The OEM holds the proprietary rights to all technical data, and the specific part is the only one approved for use on the MH-60T by the Aircraft Configuration Control Board. Procurement of 17 new Frame BRU-14/15 units (Part Number 549AS160-1) for the USCG Aviation Logistics Center Medium Range Recovery Product Line.
