The non-competitive determination is based upon the market research conducted as prescribed in FAR Part 10--Market Research, which indicates that Lifeline Mobile is the only contractor capable of meeting the needs of this requirement to ensure continuity of HANDLS research data. The study includes mobile research efforts which must be performed in exact accordance with protocol documentation; accordingly the mobile research vehicle required must meet the particular specifications detailed in the attached purchase description. No contractor other than Baltimore Gas and Electric is capable of meeting these specifications, as evidenced by market research. Accordingly, Baltimore Gas and Electric is determined to be the only contractor capable of satisfying government requirement.
This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice if it is believed that the requirement may be met competitively. .
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
