INL/El Salvador: ILEA Catering Services

The Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is seeking catering services for the International Law Enforcement Academy (ILEA) in San Salvador. The contract covers daily breakfast, lunch, dinner, and two coffee breaks for approximately 1,600 law enforcement training participants each year. Following Amendment 0001, the acquisition strategy has shifted from a small business set-aside to an unrestricted competition. The contractor will be responsible for delivering roughly 49,600 meals annually, with a minimum capacity of 1,600 meals per month. Requirements include providing diverse international cuisines and accommodating dietary needs such as medical restrictions, allergies, vegetarian, vegan, kosher, and halal options. The performance period begins July 20, 2026, and runs through December 31, 2030, consisting of a five-month base period and four one-year options. Proposals must be submitted in three volumes—technical experience, past performance, and pricing—and will be evaluated using the Lowest Price Technically Acceptable (LPTA) methodology. Amendment 0001 changed the acquisition strategy from a small business set-aside to unrestricted competition. The government will award the contract to the lowest-priced technically acceptable offeror who can manage approximately 49,600 meals annually while meeting international culinary and dietary standards.
