Vehicle Safety Research

The National Highway Traffic Safety Administration (NHTSA) Office of Acquisition issued solicitation 693JJ921R000034 to procure vehicle safety research services. This requirement involves the planning and execution of diverse testing activities, including dynamic crash tests, static and dynamic rollover tests, sled tests, and static tests for late-model production or modified vehicles. Research efforts also extend to pedestrian testing through dynamic or static evaluations of vehicle exteriors, as well as the static testing of specific vehicle components to assess real-world crash performance.

The contractor is responsible for the development and fabrication of specialized test devices and fixtures required for evaluating both vehicles and human surrogates, such as anthropomorphic test dummies (ATDs). Scope includes the handling, instrumentation, and qualification testing of ATDs used in vehicle-to-vehicle, vehicle-to-barrier, and impact tests to determine the crash response of occupant restraints. Additionally, the contractor must provide quality control based on the generated data. This requirement is classified under NAICS 541380 for Testing Laboratories and Services and PSC H923 for Other QC/Test/Inspect - Ground Effect Vehicles, Motor Vehicles, Trailers, and Cycles.

Work will be performed through the issuance of task orders managed by point of contact Christopher Clarke. The solicitation was published on August 4, 2021, and most recently updated on August 26, 2021, to include 12 attachments such as amendments, responses to questions, and specific laboratory test procedures for frontal, side impact, and oblique testing. Responses to this solicitation are due by September 13, 2021.
