National Boiler Inspection Services

The Federal Bureau of Prisons, under the Department of Justice, has issued solicitation 15BNAS21Q00000032 to establish a national contract for boiler inspection services. This requirement is categorized under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC J045 (MAINT/REPAIR/REBUILD OF EQUIPMENT- PLUMBING, HEATING, AND WASTE DISPOSAL EQUIPMENT). This procurement is a total Small Business Administration (SBA) set-aside. Interested parties must submit responses by the deadline of July 28, 2021.

The primary objective of this national contract is to ensure quality and uniformity for required boiler inspections across the Bureau’s 122 institutions located throughout the United States, Hawaii, and Puerto Rico. The contractor is responsible for furnishing all necessary personnel, equipment, materials, and services to inspect various high and low-pressure steam boilers, low-pressure/low-temperature hot water boilers, and domestic water heaters. The scope also includes ancillary equipment such as pressure vessels, deaerators, expansion tanks, and condensate tanks. The contract establishes a standardized reporting system to allow the central office and regional branches to monitor the condition of these assets.

The Bureau of Prisons National Acquisitions office is managing this procurement, with Brooke Garcia serving as the point of contact. The solicitation includes seven attachments, which provide the Statement of Work, evaluation criteria, business quotation information, and technical references such as Chapter 11 of the Facilities Operations Manual and a sample inspection form. Performance will take place at institutional sites across the United States.
