BPA - R6 Prescribed Burn Support

The U.S. Forest Service, via the Willamette National Forest, issued solicitation 1240BK22Q0019 to establish Blanket Purchase Agreements for prescribed burn support. This requirement is designated as a small business set-aside identified as SBA (SBA) under NAICS code 115310, Support Activities for Forestry, and PSC F003, Natural Resources/Conservation- Forest-Range Fire Suppression/Presuppression. Services will be performed on Forest Service and Bureau of Land Management lands within the states of Oregon and Washington. Responses to this solicitation are due by March 31, 2022, and should be directed to Eric Oldenkamp.

Contractors must provide all qualified personnel, equipment, tools, materials, supervision, and logistics, including transportation and lodging, to conduct wildfire hazard reduction through prescribed burning and mop-up operations. The scope includes planning and implementation of burn operations, fire line construction and maintenance, and vegetation modification such as brushing, lopping, scattering, and pruning. Additional tasks involve fuels pullback, ignition, holding and suppression, snag felling, and fire line or road access repair. The solicitation is supported by six attachments covering the schedule, submission instructions, regional wage determinations, and a fire complexity rating guide.

The government intends to establish multiple Blanket Purchase Agreements and will compete specific requirements among the awarded companies. Individual task orders, or BPA calls, will be issued to the contractor representing the best value for each requirement. All participants are required to be registered in the System for Award Management prior to the issuance of any agreement.
