AWARD NOTICE - IDIQ Contract Number 1605DC-17-D-0005 - Strategic Communications, Education, Outreach, Policy Development, and Dissemination Services (SCEOP) Procurement

AWARD NOTICE DETAILS: Contract Number 1605DC-17-D-0005 was awarded as a Single Award, Indefinite Delivery / Indefinite Quantity (IDIQ) Contractfor the procurement of Strategic Communications, Education, Outreach, Policy Development, and Dissemination Services (SCEOP) to support the Department of Labor (DOL) Office of Disability Employment Policy (ODEP). The contract was competed using Full and Open Competition after Exclusion of Sources. Specifically, the contract was competed as a 100% set-aside among eligible Small Business Contractors. The contract action was not awarded as a Fixed Price Contract type because it was not possible to estimate accurately the extent or duration of the work, or to anticipate costs with any reasonable degree of confidence. As such, a Labor Hour type action was awarded for commercial services (FAR 16.601(c) and FAR 12.207(b)). This contract provides the DOL Office of Disability Employment Policy with Strategic Communications, Education, Outreach, Policy Development, and Dissemination Services (SCEOP). SCEOP services include providing support for ongoing and future strategic communications projects / initiatives such as: 1) Strategic Communications and Outreach (SCO); 2) Campaign for Disability Employment (CDE); 3) ePolicyWorks (EPW); and 4) State Exchange on Employment and Disability (SEED). The overall goals of ODEP's outreach efforts are to: 1) convey ODEP'S policy strategies and outputs, effective practices, technical assistance resources, research activities and other policies and activities to its various stakeholders and the general public; 2) raise awareness and foster positive attitudes about the employment of persons with disabilities; and 3) engage stakeholders in supporting ODEP efforts and implementing policies and practices to improve the quality and quantity of employment opportunities for persons with disabilities.
