Specialized Emergency Medical Supplies and Equipment Sole Source for the DHS Office of Health Security

The Department of Homeland Security (DHS) Office of Health Security (OHS) issued this Justification and Approval for the procurement of specialized emergency medical services equipment from Vital Group Solutions LLC. Under solicitation number FY26-0102, the government requires two "Clinic-in-a-Box" FOMS Physician and Clinician Mobile Clinical Loadouts and 11 "Mobile Kit" FOMS Mobile Medical Systems. These fully assembled kits support on-site clinical assessment, diagnostic evaluation, treatment, and rapid resupply during operational medicine activities. The Office of Procurement Operations CWMD ACQ DIV is managing this requirement under NAICS 423450, Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers, and PSC 6545, Replenishable Field Medical Sets, Kits, and Outfits. Due to the urgent nature of the mission, DHS requires expedited sourcing to ensure the equipment is ready for shipment by July 31, 2026. The vendor is authorized to ship kits on a partial-order and rolling basis as availability permits until the total quantity of 13 kits is delivered.
