MAGTF/MOCTT Operational Support Services (MOSS)

The Marine Corps Installation, National Capital Region, Regional Contracting Office has issued a pre-solicitation notice for Command and Control (C2) training services in support of the Marine Air-Ground Task Force Staff Training Program (MSTP) and the Marine Air-Ground Task Force Operations Center Training Team (MOCTT). This requirement supports the United States Marine Corps Training and Education Command across six training centers located at major Marine Corps bases and installations. The scope of work includes Marine Corps Program of Record C2 systems and Combat Operations Center (COC) instruction and curriculum services, the planning and execution of collective battle staff training events in a COC environment, and classroom computer network and audiovisual operations and integration services. These services are based on established Marine Corps C2 Training and Readiness standards for systems operators and staff functions at the Battalion, Regimental, Division, and MEF levels.

The government intends to award a single firm-fixed-price contract with cost-reimbursement travel line items, featuring a 12-month base period and four 12-month option periods. This procurement is a total set-aside for Service-Disabled Veteran-Owned Small Business concerns (SDVOSBC). The primary classification for this requirement is NAICS 611519 Other Technical and Trade Schools, and the associated PSC is U008 EDUCATION/TRAINING- TRAINING/CURRICULUM DEVELOPMENT. The solicitation will be conducted under FAR Part 12 and FAR Part 15 procedures.

The primary place of performance is Quantico, Virginia, under solicitation number M00264-25-R-0014. The response deadline for this notice is June 18, 2025, which is the same date the formal Request for Proposals is expected to be released.
