The Naval Facilities Engineering Command, through the Marine Corps Installations National Capital Region - Regional Contracting Office, is conducting market research for the salvage, recovery, and transportation of historical armored vehicles. This Request for Information, solicitation number M00264-26-RFI-024, seeks to identify vendors capable of recovering one M4A3 Sherman tank and salvaging usable parts from the hull of a second M4A3 Sherman tank. Both assets are located at Marine Corps Base Twentynine Palms, California, and are to be transported to the National Museum of the Marine Corps Support Facility in Dumfries, Virginia. This requirement is classified under NAICS code 488510 for Freight Transportation Arrangement and PSC V119 for TRANSPORTATION/TRAVEL/RELOCATION- TRANSPORTATION: OTHER.
The scope of work includes the removal of four complete bogy trucks and a bulldozer mount while preserving attachment points and securing tracks without cutting. The primary tank is structurally intact with functional lifting lugs but is not mobile and contains lead-based paint. The contractor is responsible for providing all blocking, bracing, and securement materials, as well as providing a crane for unloading at the Virginia destination. Respondents must address technical specifications, potential cost and performance risks, and provide a non-binding rough order of magnitude pricing that includes shipping. One attachment, consisting of a draft performance work statement and industry feedback questionnaire, was published with the notice on April 30, 2026.
Interested vendors must submit a capabilities statement and specific feedback regarding barriers to competition, commercial availability, and applicable socioeconomic set-asides. Submissions are limited to two pages and must include the firm's UEI, CAGE code, and proof of active SAM.gov registration. Responses are due to the contract specialist, David Laster, no later than 11:00 AM Eastern Standard Time on May 28, 2026. This market research will be used to develop the government's final acquisition strategy and determine the appropriateness of the current NAICS and PSC classifications.
