When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of DoD/Troop customers in the States of Ohio and Virginia (OH and VA). After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items for Group 1. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for Group 1. Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies.
Proposed contract ordering period is July 5, 2026, to July 4, 2029. If interested, we strongly encourage you to respond using the attached questionnaire. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by the close of business on 4/22/2026. The Defense Logistics Agency (DLA) Troop Support is conducting market research through this Sources Sought notice to identify commercial firms capable of supplying Coca Cola cans and bottles to military customers. This Request for Information (RFI) supports the Agency’s Subsistence Produce and Market Fresh Program, specifically targeting Department of Defense locations in the Ohio and Virginia zone, including the Wright Patterson Air Force Base and Fort Belvoir areas. The government intends to use the gathered feedback to craft a future solicitation for an Indefinite-Quantity Contract (IQC) that will require the delivery of Coca Cola products maintained at appropriate commercial temperatures.
The anticipated contract performance period is scheduled to run from July 5, 2026, through July 4, 2029. While this RFI does not constitute a formal solicitation, the Agency expects to eventually make a single award to a vendor that can support all items listed within the schedule for the designated geographic group. This requirement is classified under NAICS 312111 for Soft Drink Manufacturing and PSC 8960 for Non-Alcoholic Beverages.
Responses to this inquiry are due by April 22, 2026, and should be submitted via email to Katie Ann Wimsey and Alicia Nichols Harris. Submissions must include the completed market research questionnaire provided in the three available attachments, which also include a schedule of items and a delivery schedule for the Ohio and Virginia locations. This process is identified under solicitation number SPE300-26-R-X013 and is restricted to performance within the United States.
