The USDA Forest Service, Stewardship Contracting Branch, issued this combined synopsis/solicitation under solicitation number 12363N23Q4035 to establish the California Forest Engineering and Road Maintenance (FERM) Blanket Purchase Agreement (BPA). This National BPA supports road maintenance and construction services across all California Federal Forests and Grasslands, including 18 specific National Forests and the Butte Valley National Grassland. The contract is set aside 100% for Small Business (SBA) under NAICS code 237310 for Highway, Street, and Bridge Construction and PSC Y1LB for Construction of Highways, Roads, Streets, Bridges, and Railways.
The scope of work requires contractors to provide all labor, supervision, equipment, materials, and transportation necessary to perform road infrastructure repairs, particularly addressing emergency needs resulting from storm damage. The performance period is scheduled to run for ten years, from early spring 2023 through March 2033. The solicitation remains open and continuous to add vendors as necessary throughout this period. While the primary place of performance is Vallejo, California, the agreement is available for use by all federal agencies for projects involving various terrains and soil conditions throughout the state.
Quotations were due by March 15, 2023, for initial evaluation, though the agency may issue call orders to early offerors before the closing date. Submissions require two electronic attachments following specific naming conventions for technical and quote documentation. Chad A.T. Bullock is the primary point of contact for this procurement, which includes 29 attachments covering fire plans, award notices, and installation specifications. Responsibility for the project is managed through the USDA-FS Stewardship Contracting Branch.
