Department of Defense Pharmacy Uniform Formulary Blanket Purchase Agreement/Uniform Formulary Additional Discount Program

The Defense Health Agency (DHA) Aurora, under the TRICARE Management Activity, has issued solicitation HT9402-26-Q-9103 to support the Department of Defense (DoD) Pharmacy Uniform Formulary. This program fulfills the requirements of 10 U.S.C. § 1074g to maintain an integrated pharmacy benefits program for the Military Health System. The government seeks to establish Uniform Formulary Blanket Purchase Agreements (UF BPA) and Uniform Formulary Additional Discount Program (UF ADP) agreements for pharmaceutical agents based on upcoming reviews by the DoD Pharmacy and Therapeutics (P&T) Committee. The committee evaluates the clinical and cost effectiveness of drugs to determine their classification as generic, formulary, Basic Core Formulary, Extended Core Formulary, or non-formulary.

The scope of this solicitation involves the review of several newly approved drugs, including Hyrnuo for lung cancer, Javadin for hypertension, Komzifti for leukemia and lymphoma, Lasix ONYU diuretics, Redemplo antilipidemics, and Starjemza targeted immunomodulatory biologics. This requirement is categorized under NAICS 325412 Pharmaceutical Preparation Manufacturing and PSC 6505 Drugs and Biologicals. Performance is centered in San Antonio, Texas, and includes a 12-part attachment package containing price lists for the reviewed drugs and the formal Request for Quotation (RFQ) documentation.

Responses to this solicitation are due by January 5, 2026. Prior to the deadline, the agency scheduled a pre-quotation teleconference for December 17, 2025, to provide further details as outlined in the RFQ. Clinical question responses must be submitted via email to the designated point of contact, Tracy Banks. The final selection of pharmaceutical agents and the awarding of subsequent BPAs and ADP agreements will be determined by the P&T Committee’s findings during their February 2026 meeting.
